The original Lotus City Police Department Headquarters was burned down during the 1970s just as the city's population had about leveled off, and before metahuman crime was taken seriously. They give a staggering amount of tickets.
History
Founded 1978, it was once home to a rather large amount of complaints, and the famous LCPD Fire of '76 is now understood to have started thanks to a single cow-themed villain, O'Leary.
Notably, Lotus City was the second US city to establish a separate Metahuman office within its ranks - designated the Cowl Division - in the 1990s. It is, unfortunately (or perhaps luckily) ineffective.
